President Trump approves Emergency Disaster Declaration for Lee County

MONTGOMERY, Ala.– In response to Gov. Kay Ivey’s request on March 4, President Donald Trump approved a Major Disaster Declaration for Lee County in the State of Alabama Tuesday, triggering the release of federal funds to help people and communities recover from severe storms, straight-line winds and tornadoes that occurred March 3, 2019. The Federal Emergency Management Agency Public Assistance Program will provide assistance to residents of Lee County, Alabama.

Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.

“President Trump has been very gracious and pledged his unwavering support to Alabama since the devastating storms and tornadoes struck Alabama over the weekend. Twenty-three lives were lost and dozens of Alabamians were injured,” Ivey said. “This is a difficult time for the state of Alabama, but knowing that we have this additional assistance, and the support of our president and folks across the country, we will get through this together. We will recover, and we will lift up Lee County in this time of need.”

Trump also announced Tuesday that he will visit Alabama on Friday.

Obituary: Linda M. Barksdale

Funeral services for Linda M. Barksdale, 76, of Garden City will be 2 p.m. Thursday, March 7, 2019 at the Hanceville Funeral Home chapel. Reverend Trueman Davis officiating. Burial will follow at Garden City Cemetery. Her family will receive friends at the funeral home Wednesday evening from 5:30 until 8 p.m.

Originally from Franklin County, Alabama, Linda and husband, Troy made their home and raised their children in Garden City.

The daughter of the late Benjamin Ray and Lillie Mae Hindman Knight is survived by her husband Troy; children Cindy (Tony) Mallard, Karla (Kent) Williams, and Greg (Shelia) Barksdale; six grandchildren and four great grandchildren

Memorial donations are suggested to be made to the Alzheimer’s Association in Linda’s name.

Funeral services for Christine Tolbert Smith, 92, of Hanceville will be at 2 p.m. Thursday March 7, 2019 at Valley View Baptist Church with interment in the church cemetery. Hanceville Funeral Home directing. Her family will receive friends at Valley View Baptist Church on Wednesday evening beginning at 5:30 p.m. on March 6, 2019.

Mrs. Smith was called home by her Creator and Lord on Sunday, March 4, 2019. She was born November 11, 1927.

She is survived by sons Lavon (Jo) Smith, Leon (Sandra) Smith, Rickey Smith, Michael (Martha) Smith, Greg (Teresa) Smith, Kendall (Glenda) Smith and Preston (Elizabeth) Smith. Other survivors include a sister Estelle Black and 15 grandchildren, 23 great grandchildren and one great-great grandchild, Arielle White.

Christine was preceded in death by her husband, Leonard Garner Smith, and son, Chris Smith.

Obituary: Irene Hale

Irene Hale, 91, of Phil Campbell, entered into rest on March 4, 2019 at home surrounded by her loved ones.

Mrs. Hale was born on Sept. 14, 1927, in Marion County, Alabama. She graduated from Phil Campbell High School and was an aide at Phillips High School for many years. Irene attended Bethel Baptist Church for 40 years and served as a Sunday school teacher. She enjoyed walking to the lake and attending her grandkid's ballgames.

Visitation will be held on Wednesday, March 6, 2019 from 6-8 p.m. at Nichols Funeral Home Chapel in Haleyville, Alabama, where services will be held on Thursday, March 7, 2019 at 2 p.m. Brother John Stancil will officiate. Burial will follow in Winston Memorial Cemetery in Haleyville, Alabama.

Irene is survived by her son, Randall Hale; daughters, Pam Knight and Robin Poe; her husband Randal; and sister, Lucy Hale. She was known as "Nanny" to her four grandchildren Nathaniel Knight, Danielle Self, Joseph Self, Chris Self; and her great-grandchild, Alexa Knight.

She was preceded in death by her husband, Lester Hale; parents, Hubert and Rosa Alexander; brothers, Roy Alexander, Ralph Alexander, and Hoyle Alexander; sister, Helen Brimer; and brother-in-law, Grady Hale.

The family would like to extend special thanks to Ruby Sheffield, Marcia Hulsey, and all of the staff at Amedysis Hospice. Also, a special thanks to Irene's sitters, Gina Bell and Tammy Scruggs, as well as special family friends, Rodney Fleming and Gerry Moses.

Obituary: Herman Otto Peinhardt, Jr.

Funeral service for Herman Otto Peinhardt, Jr., age 70, of Cullman, will be at 2 p.m. on Saturday, March 9, 2019 at Cullman Heritage Funeral Home with Senior Elder Rodney Sanders officiating; interment in Cullman City Cemetery.

Cullman Heritage Funeral Home is in charge of arrangements.

Mr. Peinhardt was called home on March 4, 2019, to spend eternity with his Lord and Savior, Jesus Christ. He was born July 3, 1948 to the late Mildred Kilpatrick and Herman Otto Peinhardt, Sr.

Mr. Peinhardt was a Vietnam veteran and a Marine Corps drill sergeant at Parris Island, NC. He farmed in Cullman County for 20 years and served as a Cullman Electric Cooperative board member. For the last 22 years, he was a commercial long-haul truck driver and won many awards through Covenant Transportation. In recent years, he raised registered quarter horses.

He was beloved, and he loved his family immensely! Survivors include his wife of 34 years, Debra Lynn Peinhardt; daughters, Mehayley Laney and Tenille Garnett; grandchildren, Justin (Brookelyn) Hollaway, Cassidy (Roman) Cofer, Andrew Bradford, Harrison Laney, and Jayden Garnett; great-grandchildren, Gracie Cofer and Hayleigh Cofer; brothers, Curt (Rebecca) Peinhardt, Brent (Elizabeth) Peinhardt, and Keith (Debra) Peinhardt; sisters, Kathy (Jim) Miller and Mary (Jimmy) Barnes; and a host of nieces, nephews, family, and friends.

Visitation will be from 6-8 p.m. on Friday, March 8, 2019, at Cullman Heritage Funeral Home.

MONTGOMERY, Ala.– Following tonight’s adjournment of the Alabama Legislature, Governor Kay Ivey called a Special Session to tackle Alabama’s ongoing infrastructure issues.

The Special Session will be focused on legislation to levy an additional excise tax on gasoline and diesel fuel; legislation concerning the Legislature’s Permanent Joint Transportation Committee to provide for effective legislative oversight of the Alabama Department of Transportation; and legislation to provide the Alabama Highway Finance Corporation with authority to borrow money and issue bonds for the purpose of improving the Alabama State Docks and the Mobile Bay ship channel.

Ivey issued the following statement regarding her decision:

“Due to the dire need to act now, I am the Alabama Legislature into a special session, focused solely on passing this critical infrastructure legislation. Beginning tomorrow, as we enter this special session, we must shift our focus and tackle this issue together! It’s time to make our crumbling infrastructure system a problem of the past.”

Cullman GOP votes to oppose Ivey's proposed gas tax hike

CULLMAN, Ala. - The Cullman County Republican Party Executive Committee voted Tuesday night to oppose Gov. Kay Ivey's proposed 10-cent gas tax increase, following the lead of the Alabama Republican Party, which recently adopted a resolution opposing an increase in the state gasoline tax without an offsetting tax decrease.

"We just had our monthly executive meeting tonight," said Steve Cummings, chairman of the Cullman County Republican Party Executive Committee. "We voted to adopt the same resolution the state party adopted, which was to oppose the gas tax put forth by Gov. Ivey as it is currently proposed."

Ivey on Feb. 27 announced her Rebuild Alabama Infrastructure Plan, which proposes a 10-cent increase in Alabama’s fuel tax with an index designed to coincide with the rising costs of building roads. Said a statement from Ivey's office that day, "The state currently imposes a flat excise tax of 18 cents-per-gallon on gas and 19 cents-per-gallon on diesel, without adjusting for inflation and other construction and maintenance costs. This combined fuel tax revenue generates 80 percent of Alabama’s transportation funding. The plan’s 10-cent increase will be phased in over the next three years. New revenue generated by the increase will be dispersed between state, county, and municipal governments in Alabama. These funds are to be used for transportation infrastructure improvement, preservation and maintenance projects. A separate portion of the revenues will go to pay a bond to be issued to finance improvements to the ship channel providing access to the facilities of the Alabama State Docks."

Following her State of the State address on March 5, Ivey called the Alabama Legislature into Special Session.

Samuel “Cee” Etta Speer Carter

Samuel "Cee" Etta Speer Carter, 91 of Double Springs passed away on March 5, 2019 in Jasper.

She was born on May 14, 1927 in Winston County. Cee attended Mt. Carmel Baptist Church.  She attended Winston County High School.

Visitation will be held on Friday, March 8, 2019 from 1-2 p.m. at Houston Baptist Church where services will be held at 2 p.m. Brother Jeffery Wiggins and Brother Benny Knight will officiate.  Burial will be in the Houston Methodist Church Cemetery.

She is survived by her sisters, Tom Era Rowe and Lena Belle Henderson, her husband Parnell and a host of nieces and nephews.

Cee was preceded in death by her parents, James Samuel Speer and Dora Burdick Speer; brothers, Jim Speer, Burdick Speer and Jack Speer; and sister, Georgia Belle Speer.

Obituary: Frances Posey

Frances Posey, 82, of Oakman, entered into rest on Tuesday, March 5, 2019 at Walker Baptist Medical Center in Jasper, surrounded by her loved ones.

Mrs. Posey was born on Nov. 22, 1936 in Haleyville. Frances attended Haleyville High School. She was known as "Nana" to her family, "Sis" to her brothers, nieces and nephews.  She was a member of First Baptist Church of Oakman.  Frances was self-employed and retired from her career as a beautician.  She enjoyed collecting sea shells, but most of all she was a loving mother and grandmother who loved spending time with her family and watching hummingbirds and squirrels from the back porch.

A graveside service will be held at 4:30 p.m. on Thursday, March 7, 2019 at Winston Memorial Cemetery in Haleyville. Reverend Dustin Murray and Reverend Billy Doss will officiate.

Frances is survived by her husband of 64 years, Travis Posey; sons, Tom Posey and his wife Rhonda, and Allan Posey; grandchildren, Morgan (Will) Harkness, Kristen (Jake) Fischer, Ben (Amber) Posey, and Connor Posey; great grandchildren, Olivia, Luke, Mason, Sam, Brayden; and a host of nieces and nephews.

She was preceded in death by her parents, Sircay and Lucille Batchelor; brothers, Jimmy Batchelor, Jerry Batchelor and his wife Shirley, and Kenneth Batchelor.

In lieu of flowers, the family asks for donations to be made to St. Jude Children's Hospital in her honor.

Virgil B. Fowler, Jr., 81, of Cullman, died March 6, 2019. He was born July 4, 1937, to Virgil Beauregard Fowler and Sara Elizabeth Harn of Cullman.

He is survived by his loving wife, Dorothy Stansell Fowler of Cullman, children Jason (Jana) Fowler of Cullman, Sandre (Paul) McNeal of Cullman, Sara (Rick) Getsay of Nashville and Virgil Paul Fowler of Eureka Springs, AR, and grandchildren Benjamin McNeal, Stephen McNeal, Shannon McNeal, Will Fowler, Henry Getsay, and Charlie Getsay, sisters Carole Hutchison, Joyce Dunn and Gayla Cavanaugh, and a host of extended family and friends including the Fisher and Herring families. He was preceded in death by his parents and his stepmother, Alice Knapp Fowler.

Married 56 years and having lived a full life, Virgil enjoyed many hobbies and activities. He was a Boy Scout leader and a member of The Order of the Arrow. He raced with the boys of Hueytown, enjoyed CB and shortwave radio, was an announcer for local radio station WKUL, was competitive in tennis and table tennis, and was a long-serving Rotarian. Virgil loved Cullman and was an active member in the Friends of Frankweiler organization and the Cullman Historical Society. Having solidified his faith at a young age at Camp Sumatanga, he enjoyed studying theology and teaching comparative denominations.

Having been raised in his father’s business – insurance, Virgil continued the tradition throughout his lifetime at Virgil B. Fowler Real Estate & Insurance Agency in Cullman. He was proud to have served as a sergeant in the Army National Guard and was a member of the American Legion. Locally he volunteered with the sheriff’s department as a deputy reserve.

Husband, Daddy, Granddaddy, son, brother and friend – Virgil was loved and will be missed.

Visitation will be at Moss Service on Friday, March 8, 2019 from 5-8 p.m. The Christian service will be at 10 a.m. on Saturday, March 9, 2019 at St. Paul’s Lutheran Church, Pastors John Bussman and Christopher Clark officiating, with internment immediately following at the Cullman City Cemetery.

Donations can be made in his memory to the American Cancer Society, Camp Sumatanga or St. Paul's Lutheran School.

The family wishes to thank his many care givers including doctors Guru Sonpavde, Molly DeShazo, Silvio Papapietro, William Peinhardt, Adam Harrison and Nicholas Braswell.

WEST POINT, Ala. - West Point High School crowned three pageant winners this past weekend.

Ashley Mann was crowned 2019 Miss West Point Princess. The Top 5 were: Dannah Murray, Rachel Coucke, Princess Ashley Mann, Anna Hancock and Summer Mendoza.

Maddie Davis was crowned 2019 Miss West Point. The Top 5 were: Allie Moore, Presley Palmer, Queen Maddie Davis, Bailey Baggett and Miriam Oldacre.

Miriam Oldacre was crowned 2019 West Point High School Fair Queen Representative. The Top 5 were:  Queen Miriam Oldacre, Maddie Davis, Presley Palmer, 1st Runner Up Alexia Adair and Caidyn McManus.

Cullman ranked no. 7 micropolitan in nation

CULLMAN, Ala. - Site Selection Magazine, which studies industrial development and expansion is cities across the country, ranked Cullman number seven out of 551 on its list of “micropolitans” for 2018. Among cities with populations between 10,000 and 50,000, Cullman has ranked in the magazine’s top 10 for each of the last five years.

Looking for projects that create 20 or more new jobs, and create or add 20,000 square feet of facilities with a minimum $1 million capital investment, the magazine has ranked Cullman in its top five for the previous four years.  In 2018, despite submitting 16 qualifying projects, the city dropped slightly to seventh place, but Cullman Economic Development Agency (CEDA) officials remained happy with a fifth straight top 10 ranking.

CEDA Director Dale Greer told The Tribune that Cullman’s drop in rank does not mean that the area is slipping.  He said the number of projects submitted for review is actually higher than before, but a booming economy and low unemployment nationwide mean that other cities have had the opportunity to catch up.

Said Greer, “We had more projects than we had in the previous years, but some of the other communities just had more, I guess . . . We had a ton of expansions.  I think it was a better year than the previous years.

“I was pleased.  I think it reflects very well on the community and on the workforce here.  You know, I think part of that is reflected in that we’ve got the second lowest unemployment rate in Alabama.

“I think the entire economy has improved, and there are just a lot of opportunities, and growth, and expansions across the country.  But being seventh out of 551, how can you truly be disappointed?”

POLICOM, which ranks cities across the U.S. based on economic growth including retail, government, construction, medical and agriculture, has also given Cullman high marks.  Scores come not just from the number of businesses and industries, but from their impact on the quality of life of a municipality’s residents.

In 2016, the city ranked number 229 among 551 micropolitans on POLICOM’s list, and moved up to number 116 in 2017.  In 2018, Cullman came in at number 82, a 147-place rise in just two years.

In 2018, Cullman County had 41 total projects (including many small projects that did not meet Site Selection Magazine’s criteria) adding up to $146,732,455 in capital investments.  Of that, only $8,952,176 was in new industry. Expansions to existing area industries accounted for $137,780,279 in investments and 584 new jobs.

Topre America led the area’s industrial expansion with an announced $82,121,349 project that will add 98 new jobs.  

CEDA Economic Development & Incentives Manager Stanley Kennedy said 2018 was a fantastic year to be in Cullman, sharing, “I mean one of the best years ever . . . and most of that was expansions.  Most people don’t realize new projects get a little better press than expansions, but expansions over the past decade have been 90 percent of our growth here, and 81 percent of the new jobs. We’re very lucky to be here in Cullman where our companies are able to grow and have the confidence to grow here in Cullman, versus other communities our size who aren’t as lucky as we are.”
